Duterte clarifies no 'shoot to kill' order

President Rodrigo Duterte clarified that he never issued a 'shoot to kill' order against quarantine violators.

During a speech on Friday, Duterte stated that authorities are only authorized to use lethal force if their lives are in danger during an arrest.

Duterte's spokesperson Salvador Panelo defended the President’s earlier remarks, saying that threatening violators with deadly violence is not illegal and aligns with self-preservation principles.
