Cayetano: Duterte's 'shoot them dead' remark not literal

House Speaker Alan Peter Cayetano defended President Rodrigo Duterte's 'shoot them dead' remark, saying it should not be taken literally.

Cayetano explained that Duterte wants to protect the public and prevent violence during the enhanced community quarantine.

He clarified that if residents violate quarantine rules, they will face arrest rather than immediate shooting unless they resist or riot against law enforcement.
