Duterte hints at partial reopening under modified quarantine

President Duterte suggested a partial reopening of the economy under a modified quarantine during his Monday address.

His spokesperson, Roque, clarified on Tuesday that Duterte was referring to the shift from enhanced community quarantine (ECQ) to general community quarantine (GCQ) in certain areas starting May 1.

Roque stated that GCQ would be implemented in low and moderate-risk regions while strict measures would remain in place for high-risk areas until May 15.
