Garcia orders 14-day quarantine for CICL release

Cebu Governor Gwendolyn Garcia has ordered a 14-day quarantine and mandatory swab testing for children in conflict with the law (CICL) upon release from holding facilities to prevent coronavirus spread.

Garcia issued Executive Order 15-A on May 6, establishing protocols for releasing CICLs during the pandemic.

The order mandates transferring CICLs to an isolation area and informing the Provincial Health Office about their presence for health monitoring.

Governor Garcia and executive judges from several cities met to set guidelines for the release of CICLs, emphasizing the need for specific protocols due to differences between juvenile and adult prisoners.

CICLs will undergo 14-day quarantine and testing at holding facilities; if negative, they are released to local government units with possible additional quarantine upon arrival in their hometowns.
