Tolentino: Senate holds sole arrest warrant for Alice Guo

Senate Majority Leader Francis Tolentino maintains that the Senate possesses the sole valid arrest warrant for dismissed Bamban, Tarlac Mayor Alice Guo.

Tolentino cited an August 29, 2024 transmittal letter from the Office of the Ombudsman to the Executive Clerk of Court of the Capas, Tarlac Regional Trial Court.

This letter requested the court to determine the appropriate judicial region for Guo's graft cases, referencing OCA Circular No. 10-2024 and RA 10660.

He argued that under RA 10660, cases involving public officials should be tried in judicial regions outside of where the official holds office, implying the Capas court lacks jurisdiction.

Tolentino's stance contrasts with a previous statement from the Ombudsman, which suggested the RTC's warrant for the graft case was superior and advised the Senate to request Guo's production from the court.
