As of 11 a.m. on Thursday, Pagasa had placed Metro Manila under a yellow warning level, indicating 7.5 to 15 millimeters of rainfall per hour.

Pagasa also noted that Severe Tropical Storm Emong had intensified into a typhoon and was located off the coast of northwestern Luzon.
