DSWD finds over 47k duplicate SAP beneficiaries

The Department of Social Welfare and Development (DSWD) has identified over 47,000 duplicate beneficiaries for the Social Amelioration Program (SAP), with the total amount of duplicate assistance reaching over P458 million.

DSWD Secretary Rolando Bautista stated that these figures are based on a partial post-validation monitoring report from the first phase of the SAP implementation.

He noted that the number of duplicate beneficiaries might slightly increase or decrease as validation efforts continue.

Previously, on June 23, the DSWD had reported over 51,000 duplicate beneficiaries.

Returned cash subsidies, totaling more than P20.3 million from over 3,700 beneficiaries and over P324.4 million from 179 local government units, will be used for the second tranche of SAP.

House Minority Leader Bienvenido Abante Jr. expressed concern over the increasing number of duplicate recipients and questioned the accuracy of the DSWD's beneficiary listing.

Bautista explained that the duplication occurred because agencies like the DSWD, DOLE, and DA simultaneously implemented their respective SAP programs.
