IATF: LGUs outside Luzon can set own quarantine rules

Local government units outside Luzon are allowed to implement their own quarantine measures as long as they comply with IATF guidelines.

Davao City Mayor Sara Duterte issued Executive Order 23, placing Davao under enhanced community quarantine while allowing tricycles and taxis for essential services, provided drivers and passengers observe social distancing.

Previously, the IATF had criticized Pasig City Mayor Vico Sotto for similar measures, citing a March 16 memorandum that bans mass transport like tricycles.

Sara Duterte defended her decision as both legal and practical, basing it on a Department of Interior and Local Government Memorandum Circular issued on March 21.
