PAGASA: Heavy rain, flooding threat in N. Luzon Tuesday

PAGASA warns of heavy rains and potential flooding in northern Luzon on Tuesday due to a low-pressure area (LPA) and shear line.

Cloudy skies with scattered rain showers and thunderstorms are expected over Batanes, Cagayan, Isabela, Apayao, Abra, Kalinga, Mountain Province, and Ilocos Norte.

The LPA may develop into a tropical depression within 48 hours, bringing moderate to heavy rains over Cagayan and other northern provinces.

Flash floods or landslides are likely in areas highly susceptible to these hazards due to the expected rainfall.
