Napolcom nullifies PNP reshuffle, reinstates Melencio and Banac

The National Police Commission (Napolcom) on Friday nullified recent reshuffling within the Philippine National Police (PNP), involving several high-ranking officials and over 10 police generals and colonels.

Lieutenant General Jose Melencio Nartatez Jr. was reinstated as PNP deputy chief for administration, while Lieutenant General Bernard Banac returned to his position as Area Police Command (APC) Western Mindanao commander following a resolution issued on August 14.

Napolcom's Resolution 2025-0531 reversed and modified the appointments made by Philippine National Police Chief Police General Nicolas Torre III, directing the PNP to issue corresponding orders for these officials' movements.

The resolution noted that recent appointments did not pass through Napolcom En Banc and cited Section 6 of Article XVI of the Constitution, asserting its authority over police force administration.

Despite the decision, several police regional offices expressed support for Torre’s directives as lawful and essential for an efficient police force.

Torre has not yet issued a statement regarding Napolcom's decision.
