Napolcom updates PNP allowances, boosts morale with PHP3K monthly combat pay

The National Police Commission (Napolcom) has issued Memorandum Circular 2025-004 updating regular and collateral allowances for Philippine National Police (PNP) members to ensure they are adequately supported in their duties.

Vice Chairperson Rafael Vicente Calinisan emphasized that the new measures aim to recognize police officers' sacrifices and strengthen their morale, rationalizing compensation by prescribing regular allowances such as quarters, subsistence, clothing, and hazard pay.

The circular grants special combat duty pay of PHP3,000 per month and combat incentive pay of PHP300 per day for personnel involved in actual police operations against insurgents and terrorists.

Personnel engaged in maritime or air missions receive sea duty pay at 25 percent and flying pay at 50 percent of their base salary, respectively, while those assigned to isolated areas receive hardship allowances ranging from 10 to 25 percent.

The implementation of these revised allowances is contingent upon funding availability as certified by the Department of Budget and Management (DBM).
