Cebu officials seek DPWH audit of flood control projects

Local officials in Cebu are calling for a review of flood control projects following Malacañang's release of initial findings on nationwide initiatives.

Cebu City Mayor Nestor Archival and Governor Pamela Baricautro have requested detailed information from the DPWH about ongoing efforts since 2022, with Governor Baricautro stating full support for any national government audit.

President Ferdinand Marcos Jr. revealed during a briefing that 15 contractors secured one in every five flood-control contracts, amounting to at least P100 billion of the total P545.64 billion spent on such projects from July 2022 to May 2025.

DPWH data shows QM Builders, founded by Allan Quirante and headquartered in Cebu, secured an estimated P7.05 billion worth of contracts during this period; Baricautro emphasized these were national programs with no provincial initiation.

Cebu has started livestreaming bidding processes to enhance transparency, including verifying if bidders are qualified and publicly posting all requirements for contractors on the Philippine Government Electronic Procurement System.
