Concepcion suggested deploying buses exclusively for fully vaccinated passengers and imposing restrictions on unvaccinated individuals to protect against the Delta variant.

Despite legal concerns raised by experts, Concepcion insisted that limiting access to malls and restaurants to only vaccinated people is necessary to safely reopen the economy.
