Solon urges staggered lifting of Luzon's ECQ

Cebu City Representative Rodrigo Abellanosa is calling for a staggered lifting of Luzon's enhanced community quarantine (ECQ) through localized quarantines.

Abellanosa argues that the current ECQ has created conflicting issues between controlling the spread of COVID-19 and addressing unemployment, public health, and nutrition concerns.

He proposes transforming the ECQ into localized lockdowns by barangays or employment communities such as construction sites, food production areas, manufacturing plants, call centers, and building maintenance zones.
