Cebu City under state of calamity, emergency due to Odette

Cebu City Mayor Mike Rama declared a state of calamity and emergency effective midnight on December 18, following Typhoon Odette's devastation.

The declaration includes a mandatory stay-at-home order to facilitate rehabilitation efforts.

Rama stated that the typhoon caused massive damage to critical infrastructures, blocked roadways, downed power lines, and disrupted communications and water supply.
