Azcuna urges Escudero to read Articles of Impeachment for Duterte trial

Former Supreme Court Associate Justice Adolf Azcuna stated that Senate President Francis Escudero needs to read the Articles of Impeachment to the Senate to initiate Vice President Sara Duterte's trial before adjourning on June 13.

Azcuna warned that dismissing the case without proceeding with the trial would violate the Constitution, but such a dismissal could be reversed by the Supreme Court or the 20th Congress on reconsideration.

The former justice emphasized that impeachment trials are not subject to the rule of unfinished business lapsing with an outgoing Congress and must continue until completion.

He noted that using the word 'forthwith' in procedural sections means immediately and without delay, urging senators to adhere to constitutional mandates.

Vice President Duterte was impeached by the House of Representatives over issues such as use of confidential funds, unexplained wealth, and alleged assassination remarks against government officials.
