Tropical Storm Helen exits PAR, strengthens monsoon rains

Tropical Storm Helen exited the Philippine Area of Responsibility (PAR) at 5 p.m. on Wednesday, September 18, 2024, and is now moving towards Japan.

At the time of its exit, Helen was located 915 kilometers east-northeast of extreme northern Luzon with maximum sustained winds of 85 kph and gusts of up to 105 kph.

Despite leaving PAR, Helen and Tropical Depression Gener continue to strengthen the Southwest Monsoon (Habagat).

Heavy to intense monsoon rains are expected over Zambales and Bataan (100 to 200 mm), Pangasinan, Occidental Mindoro, and Calamian Islands (50 to 100 mm) from Wednesday to Thursday evening.

From Thursday evening to Friday evening, the Ilocos Region, Zambales, and Bataan can expect 50 to 100 mm of rain, with similar amounts forecasted for Batanes, Babuyan Islands, and Ilocos Norte from Friday evening to Saturday evening.

PAGASA warned that flooding and landslides are likely to occur over these areas.

Habagat and Helen will also bring strong to gale-force winds over various parts of Luzon, Visayas, and Mindanao until Saturday.
