Rep. Abellanosa proposes localized lockdowns to lift ECQ

Cebu Rep. Rodrigo Abellanosa proposed the implementation of "localized lockdowns" or quarantines as a staggered approach to lifting the Luzon-wide enhanced community quarantine (ECQ).

Abellanosa appealed to the Inter-Agency Task Force for the Management of the Emerging Infectious Diseases (IATF-EID) to consider transforming the ECQ into localized quarantines by barangay, purok, or sitio, and by employment communities.

This proposal aims to address the conflicting issues of controlling COVID-19 spread, massive unemployment, public health concerns, and the government's limitations in providing aid.

Under the proposed system, food deliveries and public transportation would operate within local quarantine zones, and mobile stores could be set up to reduce the need for quarantine passes.

Residents would be restricted from leaving their local quarantine areas except for medical reasons, ensuring the guaranteed delivery of government assistance and the unimpeded movement of essential cargoes.

The Cebu solon emphasized the need for creative solutions that balance public health and safety with ensuring people can access and afford basic necessities.
