NBI probes syndicate behind fake birth certs in Davao

The National Bureau of Investigation (NBI) is investigating a syndicate allegedly behind the issuance of around 1,200 fake birth certificates in Sta. Cruz, Davao del Sur.

The NBI Davao Region Director Archie Albao stated that the scheme involves substantial financial transactions and a Chinese national working as a fixer connected to the local civil registry.

The civil registry chief, Melanie Duhaylungsod, confirmed they are reviewing all Chinese name registrations for the past 10 years, clarifying that not all are questionable.

The issue surfaced after a Chinese national applying for a passport in Davao was found to lack knowledge of local languages and had conflicting personal information.

The Philippine Statistics Authority (PSA) is cooperating with the NBI, and the implicated civil registrar has been relieved from duty.

This follows a November 2023 Senate investigation that uncovered over 300 fraudulent birth certificates used for passport applications, prompting the PSA to enhance its measures against fake documents.
