PS-DBM bans 9 firms linked to Discaya couple

The Procurement Service - Department of Budget and Management (PS-DBM) has banned nine companies linked to the Discaya couple by revoking their Philippine Government Electronic Procurement System (PhilGEPS) membership.

This action follows the cancellation of the Philippine Contractors Accreditation Board (PCAB) licenses of these Discaya-affiliated firms, which is a requirement for PhilGEPS membership under the New Government Procurement Act.

The nine companies are St. Gerrard Construction General Contractor & Development Corp., Alpha & Omega General Contractor & Development Corp., St. Timothy Construction Corp., Amethyst Horizon Builders and General Contractor & Development Corp., St. Matthew General Contractor & Development Corp., Great Pacific Builders and General Contractor Inc., YPR General Contractor and Construction Supply Inc., Waymaker OPC, and Elite General Contractor and Development Corp.

St. Gerrard Construction had previously been suspended in November 2015 over a tax-related issue, even before the company was blacklisted in 2020.

The Discaya couple is currently under investigation for alleged anomalous flood-control projects.
