MMDA to implement stricter NCAP near schools

The Metropolitan Manila Development Authority (MMDA) plans to implement stricter No Contact Apprehension Policy (NCAP) measures along roads near private schools to manage traffic congestion caused by student pick-up and drop-off.

MMDA Chair Don Artes stated that areas with schools become chokepoints due to the volume of vehicles, sometimes occupying two to three lanes.

To address this, the MMDA is installing additional CCTV cameras for NCAP along EDSA, Ortigas, and Katipunan avenues, specifically near Poveda, La Salle Greenhills, Xavier School, Immaculate Concepcion Academy, Miriam College, and Ateneo de Manila University.

While allowing one lane for student drop-off and pick-up, the MMDA stressed that occupying multiple lanes and parking on sidewalks will be strictly prohibited.

The MMDA also plans to remove its traffic enforcers from these areas to prevent bribery, as traffic management will rely on the NCAP system.
