The operation of the Siquijor Island Power Corporation (SIPCOR), previously owned by the Villar group, was taken over due to its inadequate service.

The Department of Energy, along with the NEA and the Energy Regulatory Commission, facilitated the transition to allow the Province of Siquijor Electric Cooperative (PROSIELCO) to operate the facilities.

The Energy Regulatory Commission had previously revoked SIPCOR's operating authority following numerous violations and persistent power shortages on the island.
