ICI recommends graft raps vs Villanueva, Estrada, and other officials

The Independent Commission for Infrastructure (ICI) has recommended the filing of criminal and administrative complaints against Senators Joel Villanueva and Jinggoy Estrada, resigned Ako Bicol Representative Zaldy Co, Commission on Audit Commissioner Mario Lipana, former Caloocan 2nd District Representative Mary Mitzi Cajayon-Uy, and former DPWH Undersecretary Roberto Bernardo.

ICI Chairperson Andres Reyes Jr. stated that the alleged scheme begins with a proponent from the Senate or House of Representatives who informs Engr. Henry Alcantara about an allocated budget for an infrastructure project.

The alleged participation of these individuals appeared to constitute violations of bribery and corruption of public officers, the Anti-Graft and Corrupt Practices Act, and plunder, given the magnitude of funds involved.

The kickback for these projects, which always involve flood control, ranges from 25% to 30%.

ICI's recommendation is based on the sworn affidavits and corroborating evidence of dismissed Bulacan engineers Henry Alcantara, Brice Ericson Hernandez, and Jaypee D. Mendoza.

Reyes reiterated ICI's commitment to fighting corruption, stating, "No one will be spared in this fight against corruption."
