Ex-DPWH engineer admits fault for ghost project

Alcantara was relieved from his post as Bulacan district engineer in late August and was promoted to DPWH's officer-in-charge of the assistant regional director in Calabarzon.

He confirmed that former Secretary Mark Villar assigned him to the Bulacan district engineer post after he applied for it.
