Manuel Bonoan

Manuel Bonoan was the former Secretary of the Department of Public Works and Highways (DPWH) who resigned amid allegations of involvement in ghost flood control projects and anomalous contracts. His resignation followed investigations into alleged corruption and mismanagement in flood control projects, with reports linking him to companies that secured multi-billion peso contracts.
