DOJ weighs Shiela Guo's reliability as state witness

Justice Undersecretary Nicky Ty believes that Shiela Guo, sister of dismissed Bamban mayor Alice Guo, is qualified to be a state witness.

However, Justice Secretary Jesus Crispin Remulla stated on Wednesday that Guo is unreliable and cannot serve as a state witness due to the unreliability of her statements.

Last week, the National Bureau of Investigation identified Shiela Guo as Zhang Mier, a Chinese citizen who fraudulently obtained a Philippine passport.

The Department of Justice will decide if Guo can be considered a state witness based on whether a case has been filed against her and if her testimony is crucial to the investigation.

Meanwhile, the National Prosecution Service recommended filing charges against Shiela Guo for disobeying Senate summons and using a fake passport, as well as against Cassandra Li Ong for alleged illegal operations.
