Palace: Private firms liable for vaccine mishandling

On Tuesday, the Presidential palace stated that the Philippines will not cover all coronavirus vaccines bought by the private sector for liability.

President Duterte said it was illegal for the government to compensate those who would suffer from adverse effects from vaccines and questioned the indemnity clause in vaccine procurement contracts.

Presidential Spokesperson Harry Roque clarified that Section 8 of Republic Act No. 11525 exempts public officials, contractors, manufacturers, volunteers, and representatives of private entities from liability unless there is willful misconduct or gross negligence.
