HRW urges release of low-risk prisoners to prevent COVID-19 outbreak

Human rights groups are calling for the early release of low-level and non-violent offenders, elderly prisoners, and those with health conditions to prevent a potential outbreak of COVID-19 in jails.

Phil Robertson, HRW's deputy Asia director, warned that failing to act could lead to catastrophic public health problems.

HRW noted the high congestion rates in Philippine prisons and detention facilities, echoing calls from local groups like Karapatan.
