Alvarez: Duterte's pandemic response is a failure

Former House Speaker Pantaleon Alvarez, a longtime ally of President Rodrigo Duterte, described the government's coronavirus response as 'a failure'.

Alvarez told ANC’s Headstart on Wednesday that COVID-19 cases have been continuously increasing instead of decreasing.

He suggested that localized solutions should have been implemented rather than one-size-fits-all policies.
