DOTr, MIAA, BI sign MOA for overtime pay to ease airport queues

The Department of Transportation (DOTr), Manila International Airport Authority (MIAA), and Bureau of Immigration (BI) signed a memorandum of agreement on Wednesday to ease long queues at immigration counters.

Transportation Undersecretary Giovanni Lopez said the lack of immigration personnel is due to budget constraints, which led to this agreement.

Under the MOA, DOTr will fund overtime pay for additional BI personnel during peak hours when needed, covering expenses not included in the 2025 general appropriations budget.

MIAA General Manager Eric Ines noted that while an initial amount of around P5 million per month is expected to be allocated, a technical working group will determine the exact figures and requirements.

The agreement aims to ensure sufficient immigration personnel at peak travel times to meet anticipated demand.
