Justice Sec signs ILBO against suspended Bamban Mayor Guo and others

Justice Secretary Jesus Crispin Remulla has signed an Immigration Lookout Bulletin Order (ILBO) against suspended Bamban Mayor Alice Guo and 17 others.

The ILBO directs the Bureau of Immigration (BI) to monitor their movements, with BI Commissioner Norman Tansingco confirming that his office received the order on June 21.

Former TLRC deputy director general Dennis Cunanan is among those included for his alleged role as an authorized representative for POGO operators in Bamban and Porac; Zhang Jie, a suspected manager of Lucky South 99, was intercepted at Davao International Airport on June 23.

Justice Undersecretary Margarita Guttierrez stated that the BI must monitor every move of these individuals and alert authorities if they attempt to leave the country.

The BI has begun implementing the order by checking for pending arrest warrants or cases against Guo and others, while the DOJ will ask the court this week to issue a Preliminary Hold Departure Order (PHDO).

Complaints filed against Guo and others include allegations of human trafficking and illegal activities such as crypto and love scams at a raided POGO hub in Bamban.

The PAOCC is considering pressing additional charges against the suspended mayor for her alleged involvement in illegal POGO hubs in Porac, based on digital footprints and paper trails from raids.
