UP expert: Magat Dam operators lacked anticipation ahead of Ulysses

A University of the Philippines expert says there was a lack of anticipation by Magat Dam operators in releasing water ahead of Typhoon Ulysses.

Mahar Lagmay, Executive Director of the UP Resilience Institute, noted that PAGASA's forecast for Ulysses was accurate, giving dam management several days to prepare.

However, more than 6,000 cubic meters per second were released, which is significantly higher than the announced 200 cubic meters per second, contributing to historic flooding in Cagayan.
