CitizenWatch urges strict online gambling regs, not total ban

On Monday, advocacy group CitizenWatch Philippines urged the government to strengthen regulations on online gambling instead of imposing a total ban.

The group emphasized that stringent policies are necessary to protect the public, particularly the youth, from the negative impacts of e-gambling such as mental health issues and addiction.

CitizenWatch lead convenor Orlando Oxales stressed that a blanket ban could drive the industry underground, increasing risks for players by exposing them to illegal offshore operators.

Oxales recommended stricter licensing procedures, robust age verification rules, and effective consumer protection mechanisms alongside leveraging technology like AI to prevent minors from accessing gambling platforms.

CitizenWatch also highlighted the importance of operational transparency among gambling operators and stronger cybersecurity measures to guard against fraud and misuse of player data.

The online gambling industry reportedly generated around P50 billion in revenue last year, which has been allocated to national programs such as universal healthcare and sports development.

In light of these points, CitizenWatch called on government agencies like the Philippine Amusement and Gaming Corporation (PAGCOR) and lawmakers to craft a comprehensive policy framework addressing e-gambling growth while safeguarding public welfare.
