Lawmakers say Congress can reform party-list system without Cha-cha

Ranking party-list lawmakers, including Deputy Speaker Bernadette Herrera and committee on constitutional amendments chair Alfredo Garbin Jr., argue that Congress can reform the party-list system without amending the 1987 Constitution.

Garbin insists that the House can pass a bill amending Republic Act No. 7941 (the Party-list System Act) to address President Duterte's wish to change the party-list system.

The lawmakers claim there is no need for constitutional amendment as the Comelec can disqualify or cancel registration of party-list groups supporting violence or terrorist organizations under RA 7941.
