NAIA terminal fees hike: PHP 550 to PHP 950 intl, PHP 200 to PHP 390 domestic

Starting September 14, 2025, the terminal fee at Ninoy Aquino International Airport will significantly increase.

The fee for international flights will rise from PHP 550 to PHP 950, while domestic flight fees will almost double from PHP 200 to PHP 390.

Manila International Airport Authority (MIAA) General Manager Eric Ines stated that this is the first terminal fee increase in over two decades and is necessary to align with Southeast Asian standards.

Legitimate Overseas Filipino Workers, religious pilgrims on Hajj or Umrah, flight crews, infants under two years old, Philippine Sports Commission delegates, Medal of Valor awardees, and others authorized by law are exempt from paying the new fees.

Transport Secretary Vince Dizon defended the fee hikes as part of the privatization agreement between the government and San Miguel-led New NAIA Infra Corp., which aims to improve airport services without public funding.

Critics, including the Trade Union Congress of the Philippines (TUCP) party-list, have filed a case with the Supreme Court asking for the declaration of the NAIA Public-Private Partnership project as unconstitutional due to the increase in airport-related fees and are urging Dizon to prioritize lowering fares over doubling them.
