Rep. Leviste proposes ₱60B savings for DPWH via Singson formula

Batangas Representative Leandro Legarda Leviste proposed a strategy to achieve significant savings in the Department of Public Works and Highways (DPWH) budget for 2026, even amidst disagreements on the total amount.

Leviste suggests adopting a 'Singson formula' which involves automatically rejecting bids that are not at least 10% below the Approved Budget for Contract (ABC).

This measure, along with an across-the-board price cut, could potentially generate ₱60 billion in savings.

Leviste argues that current DPWH bids are typically only 0-5% below the ABC, unlike private sector bids which are 10-30% lower, suggesting bid-rigging and collusion.

He cited testimonies and ongoing investigations, including allegations of losing bidders receiving payments, as evidence of systemic issues within the DPWH bidding process.

Leviste emphasized that the DPWH Secretary has the power to address these issues, and Congress can legislate to ensure competitive biddings.
