PNP finalizes checkpoint guidelines amid ECQ

The Philippine National Police (PNP) is finalizing guidelines for checkpoints during the enhanced community quarantine to manage the influx of commuters and stranded individuals.

PNP spokesperson Police Brigadier General Bernard Banac stated that individuals will be allowed to pass through checkpoints if they can show valid IDs proving their travel is for going home.

However, PNP chief Gen. Archie Francisco Gamboa announced additional measures to speed up processing, including the use of "countersigns" for travelers passing through multiple regions.

He also mentioned prioritizing essential personnel like health professionals and ensuring the smooth passage of cargoes through checkpoints.

Gamboa warned that individuals on non-essential travel who insist on passing checkpoints would be arrested, with the Department of Justice (DOJ) clarifying the legal bases for such arrests under the Revised Penal Code and Republic Act 11332.
