OSG files quo warranto vs Alice Guo seeking mayoralty ouster

The Office of the Solicitor General (OSG) filed a quo warranto petition before the Manila Regional Trial Court on Monday, July 29, seeking to oust Alice Guo as Mayor of Bamban, Tarlac.

The petition, filed by Solicitor General Menardo Guevarra, alleges that Guo is unlawfully holding office and exercising its duties because she is not a Filipino citizen but a Chinese national, rendering her ineligible to run for public office.

Evidence cited in the petition includes fingerprint analysis and various government records indicating that Guo Hua Ping (a.k.a. Alice Guo) was born in Fujian, China, and is the daughter of Chinese nationals Lin Wenyi and Guo Jian Zhong.

The OSG asserts there is no credible record of her naturalization as a Philippine citizen and concludes that her proclamation as mayor should be declared null and void.

Guo is also facing human trafficking complaints before the Department of Justice, stemming from her alleged involvement with Baofu, a firm that leased its compound to a POGO implicated in trafficking workers.
