Clavano stated that the cases being prepared are strong and aim for genuine accountability.
He explained that cases involving direct evidence of payoffs are easier to prosecute than those requiring the identification of bagmen.
The Ombudsman's office prioritizes filing cases with solid evidence to ensure perpetrators are held accountable.
Separately, the preliminary investigation on former senator Bong Revilla is at its "advanced stage" at the DOJ.
