Metro Manila was placed under Tropical Cyclone Wind Signal No. 1 on Monday morning, according to PAGASA.

Some local government units announced that their free-ride program continued on Monday despite the inclement weather, with Quezon City's Q City bus and Valenzuela City's 'libreng sakay trucks' on standby.
