Navotas mayor implements 3-strike policy vs barangay officials for health protocol violations

Navotas Mayor Toby Tiangco has implemented a three-strike policy against barangay officials who fail to enforce health protocols, warning of gross neglect of duty charges for repeated violations.

This measure was put in place due to a significant surge in COVID-19 cases in Navotas, which the mayor attributes to lax enforcement of existing health ordinances.

The city's active COVID-19 cases have drastically increased from 33 on February 6 to 508 on March 8.

Tiangco's memorandum highlights persistent complaints regarding the violation of face mask mandates and the curfew for minors.

Under the new policy, a barangay may face a gross neglect of duty complaint if the Task Force Disiplina or the PNP apprehends more violators within their jurisdiction than the barangay authorities themselves, and if this happens on three separate occasions.
