Marcos appoints new PCO and DOE secretaries

President Ferdinand R. Marcos Jr. appointed Dave Gomez as acting secretary of the Presidential Communications Office (PCO) and Sharon Garin as secretary of the Department of Energy (DOE) on Monday, July 14, 2025.

Marcos expressed confidence that Gomez, a former journalist and PR executive, will enhance the government's communication efforts, citing his extensive experience in media and public service.

Gomez outlined his core principle for the PCO's messaging strategy as the "3Ps Minus One" - Programs, Policies, minus Politics.

Gomez replaces Jay Ruiz, who was appointed to the Board of the Manila Economic and Cultural Office (MECO) in Taiwan, and is the fifth person to hold the PCO post.

Garin officially assumed office as Energy Secretary, replacing Raphael Lotilla, who has been reassigned to head the Department of Environment and Natural Resources (DENR).

Garin had served as officer-in-charge of the DOE in the interim.
