Senate President Vicente Sotto III stated that Marcoleta was replaced because he is not a member of the majority, and the Blue Ribbon Committee is reserved for the majority.

Senator Risa Hontiveros was previously considered for the role but declined the chairmanship.

Senator Win Gatchalian will be retained as the Committee on Finance chair.

Marcoleta had faced criticism for his handling of the flood control probe, particularly for not questioning contractor Lawrence Lubiano about his ties to Escudero.
