Lacson questions P20B House budget amendments

Senate leaders Vicente Sotto III and Sonny Angara initially presumed regularity regarding the P20 billion in amendments made by the House of Representatives to the General Appropriations Bill.

These amendments were introduced by the House's small committee after the third reading of the bill.

However, Senator Panfilo Lacson stated that these amendments may not be given a presumption of regularity, citing a constitutional prohibition.

Lacson argued that any amendment after the third reading approval of a bill goes against Article VI, Section 26 of the Constitution.

He added that if the amendments are based on an unconstitutional act, regularity cannot be presumed.
