Ilocos Norte passes ordinance penalizing ECQ violators with P5,000 fine

The provincial government of Ilocos Norte has unanimously passed an ordinance imposing a P5,000 penalty on violators of the enhanced community quarantine (ECQ) to ensure residents stay home amid the COVID-19 pandemic.

Provincial Ordinance No. 2020-04-025, which will take effect 15 working days after its approval, also encourages residents to avoid unnecessary movement outside.

The ordinance is not meant for revenue generation but for compliance, according to Vice Governor Cecilia Araneta-Marcos.

More than 50 individuals have been arrested in Ilocos Norte for violating the ECQ, with most caught drinking, gambling, loitering, or not wearing face masks.

Ilocos Norte has reported a total of two COVID-19 cases, both of whom have recovered.
