Gatchalian noted that fraudulent birth certificates allowed foreigners to become instant Filipinos, buy properties, and start businesses without naturalization.
Villanueva highlighted that the Alice Guo case exposed the extent of foreign nationals illegally acquiring Philippine citizenship, passports, and IDs.
