Ex-Manila councilor arrested at NAIA over kidnapping charges

He is one of five individuals accused in the said kidnapping for ransom case.

The arrest was carried out by NBI operatives at NAIA under an existing arrest warrant issued by the RTC.

Following his apprehension, Valbuena was processed at the NBI-NCR and subsequently transferred to the NBI detention facility in Muntinlupa City.
