Ex-Bulacan engineer found guilty of ghost project, dismissed from service

Former Bulacan first district engineer Henry Alcantara has been found guilty by the Department of Public Works and Highways (DPWH) of administrative offenses including disloyalty to the Republic of the Philippines, grave misconduct, and gross neglect of duty.

The offenses stem from his alleged involvement in a P55-million ghost project concerning flood control in Bulacan, specifically a river wall in Baliwag that was marked complete but unbuilt.

Alcantara has been dismissed from service with perpetual disqualification from holding public office.

The DPWH will recommend that concerned agencies file formal criminal complaints against Alcantara and other implicated individuals.

Former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Engineer Jaypee Mendoza, and Accountant III Juanito Mendoza are also facing administrative and criminal charges.
