DPWH chief orders NCR director to explain P774M Tondo pumping station project issues

Department of Public Works and Highways (DPWH) Secretary Vince Dizon has ordered DPWH-National Capital Region director Gerard Opulencia to explain alleged irregularities in the P774-million Sunog Apog pumping station flood control project in Tondo, Manila.

Opulencia has been given five days to respond to a show-cause order regarding the project, which was completed in 2020 but has never functioned and has allegedly worsened flooding.

The DPWH is also investigating the lack of a building permit and power connection for the pumping station, as well as poor coordination with the city government of Manila.

Further concerns include an additional P94 million allocated for upgrades and proposals for another P200 million despite the existing defects.

The memorandum states that these circumstances, if unexplained, may constitute gross neglect of duty, grave misconduct, inefficiency, and conduct prejudicial to the best interest of the service.
