DOJ evaluates Discaya contractors as state witnesses in flood control probe

The Department of Justice (DOJ) is evaluating if contractors Curlee and Sarah Discaya can become state witnesses in the investigation into anomalous flood control projects.

DOJ spokesperson Mico Clavano stated that the Discayas may qualify as state witnesses if they are not the most guilty and their testimony is deemed absolutely necessary.

However, Clavano noted that their statements suggest they may have been co-conspirators from the beginning, which could potentially deem them as the most guilty.

The DOJ is also considering that the Discayas might need to return any illicitly gained money to be eligible as state witnesses.

Contractors Sarah and Curlee Discaya cannot be made state witnesses in cases pertaining to allegedly anomalous flood control projects, according to House Infrastructure Committee co-chair Terry Ridon.

Ridon stated that the Discayas are as guilty as the Department of Public Works and Highways (DPWH) engineers and politicians involved in ghost and substandard projects and therefore not qualified to be state witnesses.
